Content fragments are currently available for use with the Labs Form Composer (you can create, save and reuse individual blocks as well as sections). Have you tried those out? If not, you can do so by creating a new labs for and hitting the save button at the top right of your content block (see attached).
We don't have an exact timeline for extending this functionality to the Message and Landing Page Composers, but we are all for helping to improve efficiency and are treating these as high priority items. So, stay tuned!

Currently there are not content fragments that you can use within the message composer like there are within the Labs Forms composer.
Two ways that I have worked around this is to use a series of well-named and organized templates to start from and then I have created 'fragment' templates that have individual sections/rich text blocks with my most commonly used rich text content.
Using these 'fragment' templates, I then copy/paste the HTML code directly from the Template's rich text block to the new Message's rich text block that I am creating.
I will happily share more details if need be, and if anyone out there has other ideas, please share! :)

I've not been using marketing automation for very long, but it's definitely something that I could use on a very regular basis. I've already been slightly frustrated about having to recreate parts of messages that I've already sent.
