SMS/text messages from Act-On
Does anybody have experience using Act-On as a hub to send out SMS/text messages over and beyond existing vehicles like email social, landing pages etc.? And if so, how?

I have a couple of customers doing this and they go about it in the same way. One of the customers is using Twilio and the other is using another platform that escapes me for the moment. However, they both work in a very similar way and that is by making an external API call within an automated program where we pass on the details to the SMS platform of the mobile number, etc..
To use Twilio you would need to create a 'Zap' within Zapier. A zap is a way of taking two separate platforms and allowing them to pass information across via API calls without the need for you to understand or work with those API calls. The process is really simple as it requires you to build out a basic automated program in Act-On that has an external API call step in there (even if you don't have the webhook yet) and then you follow the steps within Zapier to build out the interaction between the two platforms.
Once you've gone through the steps you'll end up with a 'zap' that looks similar to the below:-
The above steps are simply asking you to connect to your Act-On account, the name of the automated program you are using and that's pretty much it from the Act-On side. The Twilio side is asking for confirmation on the Twilio account details and what message you'd like to go out along with identifying which field from Act-On contains the mobile number. My example below contains 'Home Phone' as the field that could be used for a mobile number (just due to the test list I selected)
There is a trial version of Twilio available should you want to test this functionality out. There are also other SMS providers available within Zapier as well so take a look to see if one of these can provide you with the service you're looking for.
