What defines a "Contact Field" in the Dynamic Content tool
We have a number of topic fields that do not show up in the "Contact Field" drop down on the Dynamic Content tool. What makes a list's field an options to show in this drop down? I was thinking that maybe only "standard" fields would show in this drop down, but we seem to have other non-standard fields showing currently. Is there an option I can trigger for other fields that will make it show up in the Contact Fields drop down?

Any field that belongs to the contact record within the list that's being used as the source list for the email. If you've added a recipients list for the message, you will see every field from that list; if you haven't, your account's Standard Field Names will appear.
