Automated program not sending some emails

I have an automated program that I am trying to test. I got it to send out the first and second email but it never sent the third even though I opened and clicked on the email. I had another automated program that ran to a contact list that never sent out the second email - it had to be done manually.

I tried to copy the program and resend to test and it says that it sent me the email but I never received it. What am I doing wrong? I have everything set correctly but it seems to get hung up somewhere.
