Act-On Release Notes: Week of January 31

We've released the following fixes and improvements to our SMS features.

• Increased reliability of Opt-Outs being registered from carriers to Act-On
• Download CSV of Opt-Ins feature has been resolved
• Delay of Welcome messages in specific time zones issue has been resolved 
• Empty Welcome Messages no longer cause errors in the message report 
• Welcome message report click counts are now always accurate
• Automated Programs report has been updated to display click rates
• Message scheduling time picker (AM/PM) correctly validates against the account time zone to determine message send time
