Using Always Append
Once you've created the new form submission list, you'll notice a checkbox called Always Append. By default, this feature is disabled. By keeping it disabled, the Act-On form will allow duplicate submissions based on the email address; however, Act-On will simply update the previous form submission with the new form submission. For example, if john@abc.com submitted the form twice, the form submission list will overwrite the first submission with the information from the second submission.
If you enable the Always Append feature, the Act-On form will allow duplicate submissions based on email addresses. For example, if john@abc.com submitted the form twice, the form submission list will contain two entries for john@abc.com and treat them as unique submissions.

Hi Rachel,
You may have a few options to consider. By default, the Act-On system would override previously submitted data if a record is to submit the form twice, with the same email address. When looking at the signup list, it would appear that the record just submitted once, with the last submission the most up to date.
You could select, 'Always Append', which would create duplicate records inside of your signup list. For example, if John submitted the form 3 times with the same email address or different email addresses he would show up 3 times in the signup list.
The other option you have is to use Act-On's new Gated Content Feature. This will force the record to submit the form, but once the form is submitted, and the record clicks on the link, they will just go to the response page, and the form will not be displayed.
