Converting non pre filled forms into pre filled ones

One of my web page contains a form which is being made in wordpress using contact form 7. This form is being mirrored in act-on.

Then there is another form which is again made using above process. If a visitor has already filled one of the form and goes to another form (while surfing, directly or using a link on an email sent by us), the form should come pre filled.

Is it feasible?
