Opt-Out report in data studio

Hello!
I am running a basic opt out report in the data studio, with the fields, email and time stamp, and somehow I am getting some records that contain email and then a bunch of records that don't have email address.... just the time stamp. Can someone tell me why/how the opt-out report wouldn't contain email for some records?
