We are debating whether an on screen confirmation form counts towards double opt-in, or if there has to be an email confirmation touch point?
The workflow would be
1. Form 1: Complete and submit email form
2. Landing Page 1: Upon submit, individual is taken to a landing page where they are asked to submit email address again (form 2)
3. Submit the form
4. Landing Page 2: Confirmation message/Thank you for signing up

Earlier this month Act-On published its GDPR Consent Management Guide.
You may already have seen this guide, but to answer your question: the method you are planning to use is the same as what Act-On recommends. The Act-On guide goes into further detail about how to segment your collected contacts into those who have completed double opt-in and those who have opted out.
At my company we are using a different double opt-in method, which is outlined here. This is a more appropriate method for a one-off campaign; the Act-On method in the guide is more appropriate for Subscription Management.

Thank you for your reply and sharing your documentation. I did review Act-On's guide. I think the confusing part there is they mention sending a confirmation email but the guide only showcases two forms with no step for a confirmation email in between. I still wonder if the actual regulation mandates a confirmation email or if two forms (without a confirmation email) are considered double opt-in as well.

This is where we encounter an interesting aspect of the legislation.
The double opt-in process is not, in itself, a legal requirement of GDPR. However, where people are signing up to receive future marketing communications, it is a great way to collect evidence that:
- a person has given you consent to contact them, and
- the email address submitted actually belongs to them
– both of which are requirements of GDPR. The important thing is the evidence of consent. For this reason, at my company we have implemented double opt-in using the method I linked to here, as this captures which form the person submitted, and when. I have not actually used the method in the Act-On Consent Management Guide, as the guide was published some time after we needed to start putting in place GDPR-compliant processes.------------------------------
