Paper Form Subscribe as Double Opt-in

We usually point everyone out our subscribe page that triggers (what I believe is) a GDPR compliant double opt-in automation. But recently, we have a number of customers that submitted a paper survey that included...

Has anyone dealt with something similar? Is there a way to send an email to contacts that provided their email address on this survey that confirms their interest and complies with the expectations of GDPR, and double opt-ins in general?

One option would be to simply send an email to these contacts that directs them to our subscribe page. But, there is concern that we frustrate contacts because they already supplied their email address and requested an opt-in. By sending them to our subscribe page, we are adding another step by asking them to give us their contact info yet again.

Any input is appreciated.
