Deliverability 101 and Double Opt-in


In the whitesheet 'Deliverability101: Quality Data And Email Hygiene' (attached), the description used for a simple Double Opt-in is confusing.
Under 'Sources of Data (All Emails Are NOT Equal)' and the 4th point, it states:

Double Opt-In:
This data primarily consists of in-person and paper/badge sign-ups at tradeshows and events. A
proper double-opt in with the first email fulfills two important purposes: 1) It checks to make sure
the right address was listed (hygiene also helps with that); and 2) If the individual has forgotten who
the sender is, it reminds the receiver of the purpose of the emails.

I am trying to understand the process it is suggesting. Does this suggest, for example, that if we collect contact info at a conference (via paper or badge scanning), we send them a single confirmation email with a link that, if clicked, will set the contact as fully opted-in?

How do you create this type of double opt-in confirmation w/o a form being open to bots and incorrect submissions?
Has anyone set up for this type of Double Opt-in?
