Enabling Web Tracking Consent Tracking Code Causes what?
What does the new beacon tracking code trigger that allows the user of the site to opt out of being tracked? Is it a pop up or overlay with a question of if they want to be tracked or not?
My apologies if this has already been addressed.

The message has some limitations currently, however; you can read about these matters in detail here.

I've implemented most of the items in the GDPR Getting Started Guide. I am hesitant to initiate the instructions for 'Enabling Web Tracking Consent'.
