In order to import a Salesforce report into Act-On, the Salesforce Lead ID and/or Contact ID are required in the report. The Owner ID is required for reports that you will use for Hot Prospects.
By default, the Owner ID field is hidden in Salesforce. To add it to your reports, you must create a custom fields duplicating the IDs. This custom field reveal the hidden ID field so it can be pulled into a report and then imported to your Act-On marketing list. See this article for instructions: How to Configure Behavior Score and Owner ID in Salesforce.
